What is the difference between the Independent Clinical Review of the surgical waiting list and the Welsh Gender Service Review?

The Welsh Gender Service Review

The Welsh Gender Service Review is a review of the service as a whole. The NHS Wales Joint Commissioning Committee (NWJCC) planned an independent review of the adult Welsh Gender Service in 2024. Preparatory work continued following this decision however, with publication of the Levy Review anticipated in December 2025, it was considered appropriate that the Welsh Gender Service Review takes account of the Levy Review’s findings and recommendations before formally commencing. This has helped ensure the review is informed by the latest available evidence and learning.

NWJCC subsequently commissioned a new independent Welsh Gender Service Review in 2026, and this work is progressing at pace. The Review will assess the service against its current specification, relevant professional standards, emerging evidence, and national developments. Initial findings from the Welsh review are expected by the end of 2026, with recommendations reported to the Joint Committee thereafter.

The Independent Clinical Review

The Independent Clinical Review of the surgical waiting list is a separate piece of work that is focused specifically on patients currently awaiting surgery. It has been commissioned by the NWJCC in response to concerns identified within the surgical pathway and will provide assurance that patients are appropriately supported, assessed, and referred for surgery.
