On the 1st October 2009, seven new health organisations were created as part of the Reform Process in the National Health Service in Wales. Each single local health organisation is responsible for delivering all healthcare services within a geographical area, rather than the Trust and Local Health Board system previously operated.
To serve the population of Cardiff and the Vale of Glamorgan, Cardiff and Vale University Local Health Board was created; this new organisation combines Cardiff and Vale NHS Trust, Cardiff Local Health Board and The Vale of Glamorgan Local Health Board.
Cardiff and Vale University Local Health Board (the Health Board) was established in shadow form on June 1st 2009 and became fully operational on October 1st 2009.
The Health Board will provide services to around 500,000 residents in Cardiff and the Vale of Glamorgan. and other adjacent health communities where appropriate.
These services include the planning, designing, developing and securing delivery of primary, community and secondary care services, and specialist tertiary services for Cardiff and the Vale of Glamorgan. They will meet the local needs within the national policy and standard framework set out by the Minister for Health and Social Services and the Welsh Government.
Cardiff and Vale University Local Health Board is formally accountable to the Minister for Health and Social Services, through the organisations Chief Executive, for the performance of its functions and for meeting statutory financial duties.
The National Delivery Group, chaired by the Chief Executive of NHS Wales, forms part of the Department for Health and Social Services (DHSS). This Group is responsible for overseeing the development and delivery of NHS services across Wales and for planning and performance management of the NHS on behalf of the Welsh Government, in accordance with the direction set by the Minister for Health and Social Services.
The Health Board will adhere to the standards of good governance set for the NHS in Wales, which are based on the Welsh Government’s Citizen Centred Governance Principles.
Sharing information about people is central to effective care and service provision across the whole service sector; this has been emphasised by the high profile national failures where organisations have not shared information, for example, Climbie, Soham etc.
Personal Information Sharing Protocols enable any legal complexities and misunderstandings; particularly of the Data Protection Act, to be overcome. To this end, Wales has established a framework known as the Wales Accord on the Sharing of Personal Information (WASPI) to enable organisations directly concerned with the well being of an individual, to share information in a lawful and intelligent way.
Cardiff and Vale UHB will initially work to the principles of the Information Sharing protocols adopted by the previous Trust and Local Health Boards which are currently in place, with a view to developing these protocols for Cardiff and Vale UHB in accordance with the WASPI.
